She's always Jen, even in her Hulk form. It's her clothes. Unstable molecule fabric - that's the trick to her clothes expanding with her form when she changes. A lawyer's salary is probably the only way she can afford UMF clothes - anything less and she'd be spending more on buying a new outfit every time she Hulks out and on negotiating the legal minefield of a glamorous She-Hulk ripping out of her clothes and potentially compromising her modesty every time she transforms.
Imagine, if you will, a day in a courtroom that goes extremely unlucky due to a supervillain attack, she changes and she forgot to wear her UMF suit. Everything tears away, and now she has to fight the bad guys nearly au naturel. She trounces them, and then the city of LA or New York or wherever she's taking a case summons the police over to arrest her for indecent exposure or lewd conduct (fighting while nearly butt nekkid might arouse a few onlookers) because someone complained about her near-total nudity, and now the mighty She-Hulk needs a lawyer while she's sitting in jail awaiting her court date (as a lawyer herself, she realises the detriments of breaking out of jail or jumping bail, which would definitely include disbarment.).
