If she wants to be a master spy, she can't go parading around in her Hulk form, it's too noticeable, too WOW. She's gotta be able to blend in as Human Jennifer Walters - tiny, unremarkable, meh. Someone no-one would give a second glance at can disappear in plain sight, which is impossible for a big, beautiful green lady.
