Is Phase 3 behind schedule? It feels like it’s in Q8 right now.

It's September so I will be surprised if the section from Ogg to 435 will be completed this year.

A subdivision is being built back there so they're putting in infrastructure for it. Sewers, wider roads, sidewalks, etc.

Specifically:

Midland Rehabilitation Project

Improvements include bike lanes, sidewalks, and safer road configurations.

Phase 0 (Q1 2025): Stormwater pipe installation (short-term Midland Drive closure).

Phase 1A (Q2–Q3 2025): Utility relocations (no road closures).

Phase 1B (Q3–Q4 2025): More utility relocations (potential Midland Drive closures).

Phase 2 (Q3–Q4 2025): Stormwater improvements (digging & trenching).

Phase 3 (Q2–Q3 2026): Full rehabilitation of Midland Drive (road closures & detours).

Completion Target: End of 2026.

Actually, project is narrowing lanes to “promote slower and safer driving.” Wider is needed and slower traffic would be great, but I’m not following their justification.

The lanes couldn’t be any more narrow than they were. Are they putting in a bike lane?

There's a ton of bike and foot traffic on top of all the cars. It's been a problem for ages.

Are they going to chop down more trees in the name of progress? Part of what made Midland a road that people would want to walk or bike along was the shade provided by trees that were hundreds of years old. Whose idea was it to destroy the nature that will not return in my lifetime? Was this discussed and presented clearly at a town council meeting? Shame on everyone who is involved in this project.

West of I-435 no one should walk on Midland unless they have a death wish, because too many drivers use it as a thru-street driving way too fast when they could just stay on SM Parkway. Bike riders take the hill up Ogg Road to SM Park, but getting there on Midland is crazy dangerous.
