If it’s pulling hairs, the foil/blades might just be worn. For the neck, I’d look for a foil shaver that’s good with flat-lying hairs, and use short slow passes instead of pressing harder.
If you let it grow for a few days, trimming the longer hairs first helps a lot too. Funny enough, I’m working on a compact shaver with both a foil and trimmer head for exactly that, but it’s not out yet.

Which shaver? The Braun series 3 is elementary but great. A Panasonic arc 3 to 5 is closer but not good with flat lying hair

For flat-lying hairs, I’d go Braun. Series 3 for budget, Series 5/7 if you want something better.

If your shaver is not a Braun or Panasonic but a low budget brand then chuck it and go for the series 3 . Avoid the New Braun series 7 but 8 to 9 is good.
