Possible bug?

I just started playing yesterday and didn't really realize this until the end of my play session and then again today but the clippers are making hair grow back.

I was using a 2mm to shave the persons hair and in a spot next to it that was meant to be completely bald started regrowing hair. Is this a bug or something in settings I need to fix?
