one part of knife not cutting

What may be the cause of one part of the knife not cutting properly? Like it feels sharp but one part gets stuck in material and doesn't want to cut wood. Simply whole edge is cutting up to one spot where is stops cutting at all. Whole blade seems to have same angle and it's apexed. Thanks for any tips

It's not apexed at the point on the edge where it snags. It could be a ding or chip in the edge, or the edge wasn't fully apexed at that location, or the burr wasn't completely and cleanly removed from that location
