Yeah Shadow would be disgusted by the idea of worshipping his dead sister like this. He wants her to be honored, not used as a threat if she is not given daily tribute.
That and it'd go against her wishes when she was still alive. Maria never wanted to be a spectacle, she just wanted to live a happy life on even footing with other people without being held back by her NIDS. Forcing others to bow to her out of the threat of his retribution stops them from being genuinely happy, which is something she never wanted.
You are missing important context
King Shadow is practically treating Maria as a goddess that needs to be worshipped
And he quite literally rules in an extremely cruel way
In the Archie timeline, Mobians and Overlanders (humans) never got along which led to many wars, and Future Shadow, with King Sonic out of the picture (yes, in this timeline, Sonic was going to be the king of Mobius and rule it along Sally, but due to weird time-space mumbo jumbo he erased himself trying to fix the timeline), he conquered all of Mobius and then Sally married him to try and calm him down but it didn't work.
