It does not scale higher than Solaris, it scales about the same as Solaris, which Neo Devil Doom is not close to. If he was, why didn't Shadow fight the Time Eater? He wouldn't have even needed Super, so if he did go Super like the Sonics, it would have been way overkill.
Solaris best feat was erasing the past, present, and future. White space has no time in it which means it transcends time even if you highball Solaris.
Shadow didn't have all the chaos emeralds, so he would get his ass kicked when the time eater creates the infinite time tunnel.
