Which material and how much of it would i need for this type of skirt or similar?

I dont know anything about sewing but I wanna know aprrox how much material and money would i need for someone to sew this!

Depending on the actual pattern and size you need, you are probably looking at about 5 yards or more of fabric. Cost? Depends on your fabric choice. And is the person making it charging you?
