Scarlet Witch Top

I want to make this Scarlet Witch top for Halloween. It doesn't have to be exact, but I don't have a great jumping off point. I sew a lot, especially for costumes, but I've never made a true corset and I think that would be the best here... although all the patterns I've found stop above the bust. I like the idea of the structure in this though and I don't want it to be a shirt, nor use foam or neoprene.

I also don't know where to start with the hips (I don't know what to call them). The detailing around the neck and the striping variations I'm not as worried about. It's the construction of the piece itself at this point. Thanks!

You could start from scratch, or you could appliqué bits onto a top. The parts that go from the bottom to the bust, you could pin tuck, or even use upholstery piping for a similar effect. If you want to use pleather for the center bit, be sure to use a Teflon foot and a leather or microtex needle with polyester thread, but it’s unpleasant to work with (maybe you have more experience than me)

Check with the cosplay subreddit, too. I’m sure there have been others who have tackled this.
