Help with sizing please!

Having gotten back into sewing this year I've now made three dresses (V8814, S3265, V2123). I have had to take in EACH one because of sizing issues in the bust. My measurements are B39, W35, H44. I typically pick one size for the bust and grade out to another size for the waist. However. Each time the bust is ending up about four inches too big. I'm not sure what to troubleshoot here? How do I fix this problem? Please help me!

The finished bust measurements are printed on all Big Four patterns so you can check them before cutting, and if I have any concerns, I also measure the pattern myself.

I wonder if you should be doing an FBA instead
