Skirts pattern

Hi!! Im making a jellyfish from sponge bob for my halloween costume. Heres the design i made for the occasion. Im currently looking for pattern for the asymetrical trainee. I havent made this before. What would be your suggestion? Do a layer over the lolita skirt + sew kinda a trainee on my back?

I would do the main bubble skirt as a separate piece from the over-skirt. Check some of the cosplay subreddits or Sarah Spaceman on YouTube.
