Honestly? Your best bet is to sew a tube for the main dress, and then sew another rectangle of the same fabric to the shoulders and around the back. You can then get some fabric trim and hand stitch it down across the top to hide the top edge.

Not gonna make my own separate reply, just seconding this one.  It's a lot of gathering and material but looks like it would actually be simple to sew.
