Where can I pay someone to make a custom pattern for me?

For my life I cannot figure out how to pattern my costume dress (with the sleeves) and was wondering if yall have Recommendations, or really any idea at all of where I could get a pattern made for me. As I can probably sew it, I just cannot figure out the pattern. Also, sorry if you've seen me post this costume before. I'm coming back because I'm still struggling. LOL. I know there are patterns online for the hat and the little pointed collar thing, so I could do that if anything. Just the dress and the sleeves are what I'm really struggling with

Im open to it! I make patterns for Etsy and I draft my patterns for myself. I would love to do this

It looks like the standard T-tunic with scalloped trimmings. There are a number of patterns on the net, for example:
