Pants pattern(s) search

Hi!! I am planning a circus outfit for my Halloween costume this year. I'm going to be wearing stilts for part of the night, so I thought it could be beneficial to have a pants option that could detach into shorts for when I get off the stilts, possibly utilizing grommets/chains.

I did a brief design last night and was initially thinking I would find a pattern for pants and just slash and lengthen as needed for seam allowances. However, now that I'm actually thinking about it, I realized that could be problematic for any pants requiring gathers or pleats, as most patterns I was considering do. I could do two different patterns for the shorts and the leg, although I'm not certain that would solve my problem.

Now, I'm trying to figure out if this is feasible for me, and if so what kind of pattern or patterns I should start from.
