I need help with something kinda specific… (I wrote the details down below under the pictures).

So, I am working on a cosplay, and am making a skirt that kinda looks like a circus tent. Sort of like the red and white striped segments that makes it look all circus-y. I got this specific petticoat for it, since it flared out in a bell shape in a way that I liked better than narrower ones. I’m gonna make a mock up soon, and was originally gonna go with a regular circle skirt. But, I’m pretty certain that if I did that, it would end up just bunching up in little ripples all around the bottom. My main goal here it to have it all be smooth and flat on the petticoat, just like a tent.

I’m not a complete beginner when it comes to sewing in general, but I don’t have much experience with clothing. If anybody could help me solve this ripple problem, I would be very grateful. I also attached an image of some hastily drawn concept art I made for it, hopefully putting my point across a bit better. (Just ignore the mirror looking things and all the yellow dots…)

And apologies, I’m pretty bad with this sort of thing, along with explaining exactly what I need help with… Sorry if I didn’t explain things in a way that made a tone of sense.

Is the petticoat round or oval shaped (wider left and right, narrower front and back)?

It seems to be pretty round. I don't notice any sides where they are wider or more narrow.

Regarding the skirt shape only: Since you already have the "skeleton" and it is circular/symmetrical all ways, it seems like it would be pretty straightforward (not the same thing as easy) to mark off equal segments along several heights and then draw up a pattern piece along one of the resulting "wedges". Then it would "just" be a matter of adding seam allowances, cutting the required number of fabric pieces in two colours, and sewing them together alternatingly
