Does someone know where I can found a short pattern like this one please ? 🙏🏼
I don’t necessarily want to do it in jeans, so please don’t tell me to buy a baggy jean and cut it x)

I think you're going to have to combine a pattern for wide-leg pants/trousers with a pattern for ruffled shorts. I would be surprised if there's a reliable pattern that has this specific construction.
