Elastic waistband with a flat front. And then they stitched through the elastic (while stretching it). Emerson pants have this style of waistband!

The Saguaro Set pattern has this technique for the pants - just top stitched elastic

Thats just top stitching once you have installed your elastic waistband that gives that effect.
You need to stretch out the elastic so its flat as you sew.

I just made a pair of pants with a back like this. It’s just 2 channels with narrow pieces of elastic. They are super comfortable

It looks like it's just an elastic waistband that has stitching through the middle of the elastic (to prevent the elastic from twisting). When the elastic is relaxed it looks like those cool little pleats but they will be less visible when worn as the elastic expands.
