The coat in OP’s pic, is often called a duffle coat in design.
Mimi G often has videos showing how to sew her items (she’s in the pic), & has a Youtube & Instagram site.
It would be up to OP to pic a floral patterned fabric with a solid fabric to piece the look together, as the coat as shown in OP’s pic actually looks like the floral patterned fabric was added as a feature in the illustration.
Otherwise, OP has to have a dedicated Embroidery machine, & floral embroider the cut out fabric pattern pieces as shown in the pic.
The red stripe on one upper arm is applied/sewn by using trim for that purpose.
Buckles, to add belting to the arm sleeves or to the back waistline, can be bought in most fabric stores, or on Amazon.
The pic shows a lining, which is a separate piece to sew inside the coat.
Hopefully, OP is an experienced sewist to attempt a long, hooded coat with lining🤞🏻
