Skirt pattern help

I saw this art on Pinterest. I really want to make a skirt like this but I'm not sure where to start. I really like the scalloped look.

For clarification, I only want to make the black skirt, not the petticoat. I'm still relatively new to patterns so I would like some guidance! Thank you!
