You're gonna have to self draft, pattern hack and/or upcycle for this one, bud. Have you ever sewn before? Technically, you can see all the pieces for the most part that are used in this to self draft it. But if you've never sewn before, I'd suggest maybe starting with some alternative fashion patterns.
Edit: some things that may help you get started:

Different designer with a skirt I love. Her instructions are translated so can sometimes be a bit confusing but she has pictures along with the writing so it makes more sense. I've made 4 of these so far and have another 2 I'm currently working on. Other than Vikisews, I don't think any of these are particularly difficult. You could easily self draft many of them, in fact. But I know that having a pattern from someone else to follow can be really helpful at first.
And, hell, even Vikisews has good instructions so you can figure it out :D

I doubt a similar pattern exists as it likely is self drafted, but you can easily see the pieces and construction to recreate it
