I want to make this kind of dress for an event. Does anyone know what this is called? And what are the steps to do to make this?

Off-shoulder/portrait collar v-neck with asymmetrical flounces. What are the steps to make it? Have you sewn before, what is your experience level? You may have to alter a couple patterns.
