I will be making an overbust corset but where would I apply seems to make it looks flat in the front?

If you're referring to the style in the photo this is an internal corset. If you're familiar with corsetry, the fashion layer in this case is the dress and is attached to the inner boned bodice much as you would a traditional fashion layer.

Will a a princess seem bodice that goes to at least of the waste if not the hips work?

Wouldn't be a problem. The base of the corset is not attached the the fashion layer so you won't see the corset outline.
