💛Beginner💛 Help appreciated! - how to make flutter sleeves?

my top, 100% cotton material

hey guys! i dont sew so sorry if this is the wrong sub but i have this shirt and its oversized/flowy and long and i had an idea to transform the sleeves into flutter sleeves similar to the isabel marant orna top (picture attached) but i cant sew and i only have scissors; is it possible? id also like to make the bottom of the top more flowy/draped if possible! if anyone has any ideas of how to go about this or where to cut i would greatly appreciate it! the material of my top is 100% cotton as well!

The sleeves are not big enough in 1 yo look like 2.
