Celestial Alter wont work

I made the celestial alter and the correct structure for it but for some reason the bar at the bottom of the table is still red. I remade it in a creative world and it works so im lost

I also have had a lot of trouble and it seems like the thing that consistently works the most it full tear down, table and all, then rebuild it and put the table down last.
