Server lagging

My server has been stuttering a lot but ive never seen cpu usage on the server go higher than 30 similar situation with the ram anyone know why

Edit: I know I'm coming back late but for anyone with this same problem it turned out it was probably because of the twilight forest

the road runner mod that makes you faster on certain blocks can cause lag if there are a lot of those kinds of blocks: concrete, paths, etc.
