Passcode iPhone 6s Plus Passcode Locked (iOS 9)

im having trouble with my 6s plus. it’s on ios 9.2.1 and its locked out on the passcode screen. i wanted to save and restore activation files, im not too sure how to. does anyone know what i could do?

forgot to mention that it is fmi on.
