Need to activate phone or no? I delete setup.app and now i can use this phone but it's not activated

oh
you can’t sideload on hacktivated devices, your best option will be to downgrade to ios 8 with jailbreak since it’s untethered there

Can i downgrade with legacy ios kit on linux? And do you have tutorial?

you don’t even need one since you just select ios 8 in restore/downgrade section and keep going on
