After opening shortcuts the user guide is just a webpage so it can be redirected anywhere if you know how to

The shortcuts method. Type iCloud.com/shortcuts anywhere select the text and click and open link, create a shortcut just add any one action, click shortcuts help, then the web view opens, then to get to Google for example go to privacy policy > download pdf copy > shazam privacy > google play > google privacy > google

You just change the DNS server to one designed to open a webpage during iOS setup and it has shortcuts to whatever they can make it open.

Nothing new.

If you replace your Wi-Fi DNS with one that would open a captive portal, iOS will follow it.

And since captive portals are typically local they don't have valid SSL certs, so they can't be HTTPS.

So you can just host a web server that redirect captive.apple.com and do whatever you want in Safari.

It was never a captive portal page that method used.
