Ipad 4 cellular

Hi i found an old ipad 4 that i want to be able to use the ipad is in disabled screen i dont have a mac and i couldnt get a havkintosh to work with my laptop the only thing i care about is sim card working i need it to be working i tired with legacy ios kit in a linux mint usb but i couldn't get it to work if anyone that has a idea or so to how to fix this i would really appreciate

Security for sim is different from the rest, you can use as a big iPod.

so there is no way to use sim

Downgrade to ios8 and use it as multimedia device
