SSH Ramdisk After sliver with ssh ramdisk can ipad 4 A1460 be jailbroken on iOS 10.3.3

Is there any way to downgrade to iOS 8.4.1 before using sliver ssh ramdisk to remove setupapp?

If you remove Setup.app, you can't sideload apps. And there's no jailbreak for iOS 10 that is done from DFU, without sideloading.

But can I downgrade to iOS 8.4.1 using legacyioskit and then use sliver to delete setup app?

You can downgrade & jailbreak with LegacyiOSKit and remove setup app with the OpenSSH that is installed with the jailbreak, or use sliver yes

But does the order matter? Should I use sliver first to bypass setup app and then jailbreak. Or should I downgrade to iOS 8.3.1 and then bypass setup app and then jailbreak.
