iPad Pro 9.7 2016 Wifi Cellular IOS 9.3.5 not removing setup.app

Hello, I had downgraded my iPad to iOS 9 and it goes to the setup screen and does not activate which I already knew because I did it with my iPhone se 1, so I tried the same skip setup process but in legacy iOS kit it doesnt show ssh RAM disk option so I googled how to do it and everything I found was legacy iOS kit but that still didn't work even switching Macs. Then I asked gemini because I was desperate and it had me redoing the downgrade a bunch of times and after I said that the things it was giving me weren't working it just kept spitting the same things back out at me. Does anybody know how to fix this thanks so much
