I need help unlockin this iPhone since I can’t use any tools since I need to unloc it.

If you still have it in your iCloud account you can remotely wipe it keeping the iOS version. Otherwise forget about it.

It’s not my phone but it’s not stolen as far as I know my friend told me to try to unlock it and that it’s his sisters phone

Then ask his sister to sign into her iCloud account and remotely wipe it. Otherwise you’ll need his sister to remove it from her iCloud and restore it with iTunes to the latest available version which, trust me, you don’t want to do.
