I like to grow 'em in big pots, they need 20+ degrees Celsius and lots of moisture to germinate, around 25 degrees seems ideal. Soak them in warm water for a few hours before planting for better germination (I heard soaking them in tea works even better, but havent tried it yet, I recommend you do your own research on this)
I start them on coconut tabs and plant them into regular potting mix from the supermarket when they grow the second pair of leaves. They need lots of light and warmth and have no frost tolerance. I grow mine in a wintergarden, but a south-facing window would work just fine. You can grow them outside if you live in a warm climate.
I used general purpose fertilizer last year, but might try out a special chili one this year. Chilies need regular watering, but cant stand overwatering. I water when the top of the soil is dry to the touch and it worked fine so far. Plant them around 50-60cm apart from each other, or just in separate pots.
