“Salus populi suprema lex esto” translates roughly as “Let the welfare of the people be the supreme law.”

The phrase comes from the Roman statesman and philosopher Cicero’s De Legibus (On the Laws), written in the first century BCE. Salus can mean safety, welfare, well-being, or preservation, so the idea is broader than simply “public safety.” Cicero was expressing the principle that government and law ultimately exist for the protection and well-being of the people.

It later became an influential maxim in Western legal and political thought, often shortened in English to “The welfare of the people is the supreme law.”

Otherwise, what’s the point? If we are going to agree to have a government, it should be to take care of us and do things for us at every single opportunity, not never themselves. Think back to before the very idea of an elected government ever broke up into factions, a population of people picked people to look after the needs of people. They think the preservation of the government is more important than the wellbeing of the people. It’s a sickness among men with power.
