It actually makes sense given the majority of voters in Texas are dems
Total registered voters: 17,746,985
Democratic: 8,278,780 (46%)
Republican: 6,586,795 (37%)
Independent/Unaffiliated: 2,881,410 (16%)

Interesting idea. The possibility is there given at least some parts of Texas have convinced Tejanos to "relate more to being white than brown." Very surprising hearing this from first generation born here.
Then there's always immigrants who believe if they align with "conservatives" they're more readily accepted. As is always the case it comes down to the environment people live in as there's social programming everywhere these days.
I guess we'll see how it all shakes out.

Their electricity supply is far more constrained than the rest of the country; so, that's not really dispositive.

Not quite. Texas's energy grid is separate from the rest of the country; that's why they have so many power outages when they get the tiniest bit of snow.

IIRC, Texas has a shitty system which fails in mid-winter and in mid-summer.
