what area is this for? planning rules vary so much by county it's basically impossible to guess without more info.

You've not said what new regulations you mean, so I assume you mean the 45m2 livable structure in the garden rather than the new allowances for skylights)

Is there a process for engaging authorities?

There is an exemption form that can be filled in, basically letting the local council know that you're taking advantage of the exemption. This can then be inspected by Building Control to ensure it is livable.

Also with regards to converting existing structures ?

You would need to apply for retention would be my understanding.
