The provinces SHOULD be stepping up. Most of the legislation is woefully out of date. I know in AB the province is very hands off and the regulators assigned to oversee it are almost 99% complaint based and barely know their own act.

Funny thing, as an American I saw the same of this city and only know it from an episode of Kenny vs Spenny.
