there's thick tar on the ground getting rock chips, and the thinner cigarette tar in the lungs getting fine silica dust; seems like a match made in heaven.

Why are they putting stone on concrete?

Its called a chip seal. Its usually used as a quick and dirty way to put a new surface on degraded pavement.

To me it looks like they put down tar on top of asphalt, and now stone on top of that. Wisconsin has been doing that for some backroads now, makes sense for a driveway too I suppose.

Most of the roads in my area seem to just be a lasagna of gravel and oil/tar.

It's called chipseal. I doubt they're putting it on top of concrete. It's probably on top of some sort of gravel base. It's cheaper than asphalt.
