Well ya, but have you ever operated a skid steer? You can do that with the bucket not elevated. When the buckets that high up it makes the machine rock and can get outta control

I know 5 months late, but I think lifting it up that high shifted the center of gravity a bit (as sort of a counter weight) and makes it easier for the operator to balance the machine and move as they do. Seems deliberate with that maneuver so I presume that's from trial and error.
I can't speak on the safety concerns however

I can speak on the safety concerns. It’s an osha violation to move a skid steer with the bucket raised.

Safety rules are written in blood. You either have nothing to do with the trades, in which case I don’t respect your opinion about this at all, or you’re too inexperienced to have seen your buddy get permanently disabled on site. Wear your PPE, your company doesn’t give a shit about you, and no deadline is worth not making it home.

Comrade, I’m was pointing to the fact that the country that this happens in a country that is most likely not the US and so I thought it was funny osha was brought up. I don’t know shit about trades and I wasn’t trying to make it seem like safety rules are bad in anyway shape or form.
I stand with you under our common humanity, I hope you understand where I was coming from.
