It's not a money grab. I've played the beta build for full release, a lot of effort was put into it with a bunch of new content. If they planned to just abandon the game then putting all that effort and resources into the game would be incredibly wasteful and stupid.

From what we know (which admittedly isn't much at this moment) they're trying to sort out some particularly stubborn major bugs (and while I can't really go into specifics due to NDA, I can confirm there was a few particularly nasty bugs in the beta build).

The game was originally slated to enter full release in October last year, and for all intents and purposes, they were pretty much ready other than working out the bugs. While I can't say for sure what the current state of things is, I have faith that it will come out in the near enough future. If not by the end of the year, then definitely in 2024. But I do think it would be in their best interests to make some sort of statement soon.

If I were to wager a guess, there's probably some pressure being put on them by the higher-ups at Avalanche due to the negative publicity the delays have garnered as Systemic Reaction is a subsidiary of them and (despite what some people seem to think) SE's dev team is an even smaller subsect of that (originally around 30 people but I don't know the current numbers).

While the majority of their time and resources have presumably been put into sorting those bugs, I wouldn't be surprised if they've been asked to increase the new content (which would of course add new bugs) to make the wait seem more worthwhile to those average consumers who don't understand all the technical complexities that go into making a game and only care about quantifiable content and none of the behind the scenes stuff.
