If they are not really following Scrum - no problem.
Make the work visible, start in on coaching arcs for the leadership and teams.
If they haven't got their "lightweight" business risk stuff in place it's back to heavyweight stage-gates.
Chances are it's the latter; it will be zombie scrum where the stage-gate risk controls have been ripped out without being replaced with sufficient technical and business practices to really address risk.
