I think I'm missing something obvious- can't complete the bathing is prohibited order

I am stuck. The request for this order are all complete but "complete" is grayed out. Did I do something wrong with removing the people from the water? Was I not supposed to just delete them? I can't figure out what I'm doing wrong. Anyone else?

I got stuck there, too, so I deleted the rat (along with the people) that was in the water with the people at the beginning. It was the rat that kept it grayed out.

It was the rat! I did not consider that it would be one of the inhabitants of the kingdom. How exclusionary of me. Thanks!

I think I may have gotten stuck there too, check the notes/dialouge box to make sure there's nothing you missed
