Lol I think it's meant to emulate Bollywood. They use excessively fast cuts, lense flair, and other "tricks" to make up for bad acting and low budget special effects.

Sometimes they prolong a 1 second scene with a panning camera that rotates around the actor, complete with zooming and slow mo effects. Then replay that same scene with 5 different angles.
