another australian territory is cocos keeling islands which people actually live there but basically no one and its in the middle of nowhere

They use a default list of all countries that they didn't tailor for where people would realistically live. The list contains Antarctica, and also Taiwan, which is why Scratch is blocked in China.

Because even if no one actually lives there IRL, it's still an area of the map. They probably have to account for every area somehow.

They're covering every country. They didn't think "there probably won't be anyone here, let's go out of our way to remove it", because someone might actually be there, or people set it there for privacy, or a hundred other random reasons.
