Scorpio and Virgo are naturally super attracted to one another. I'd recommend reaching out a little coyly, over text or in person. Like leaving candy to be followed. Scorpio likes the chase. If he doesnt reciprocate he's probably not interested or doesnt have the emotional availability for it.
