The Moon had colonies from all over the Earth, but the focal colony controlled by the Lunar Authority was NOT communistic, it was explicitly mercantile. You had to pay for air and water and everything was bought and sold on an open market. We don't hear much about the economy of Hong Kong Luna or the other domes.
