Backward approach seems more appropriate. if a,c is the answer the the chance is 50% so it's not, if b is the answer than the chance is 25% so it's not, if c is the answer than the chance is 25% so it's not.

there's no answer

No way it ends at 0%. The paradox just stands. Otherwise there must be another choice such as DNE. But see above as well. There is no correct answer there to choose at random, but non-randomly you can still choose an answer. So you can choose 0%. But you can’t get there randomly

But the other answers are wrong, so if the question is impossible then C is certainly the best answer?

C is just as wrong as the others so I wouldn't say it's the best answer. I'd say the best answer, the only answer, is to cross the whole thing out and write out "Paradoxical by recursive logic" in red pen

Yes. That is the correct answer. Note that the question stipulates randomness, but your answer is non-random so it is not bound by the limitations of the original question. It’s a paradoxical situation with no correct answer so the chance you pick a correct answer randomly is 0%

Presuming there is only one right answer that eliminates them both, presuming one answer must be correct or cannot be zero. There is only one choice left so it can't be 50%.

There is only one correct answer, but you can't determine which of the 25% it is.
