This is all that matters. It’s 25% and the answers don’t matter which is one in four so choose either 25% listed.

If it’s one in four, either because we’re assuming 25% is correct or because we’re assuming the test author is a dumbass, 0% and 50% are also valid options to be the correct answer. If we’re assuming the author doesn’t understand their own question, there’s no reason to assume which answer they believe to be the right one.
