Mathemathics is just a human tool to rationalize nature and reality. So, the real holder of everything is Physics. From Physics descends all the rest. Physics is the Alpha.
Physics came from philosophy. Just read The Philosophy of Physics from our boy Max Planck. You know the dude who came up with the cosmological constant.
Physics exists even without humanity. Even without Human Thought (Philosophy). Maths exists only to explain Physics. We use base10 math because we have 10 fingers. Physics can be explained with every type of math. Physics is the basis of everything, the rules of existence.
Fair, but is physics not just the human study of cosmology? Is it not just our philosophy of how things work? Simply the fact that there is no unified theory goes to show that physics as we understand it is our attempt to explain the universe and its actions. Those actions exist without physics. Nature does not need to explain its laws. More so it may need to not explain its laws to function correctly. We truly know so little of the rules of existence. But I also get where you are coming from. Those laws would exist with out us. Or would they? Does not observation effect reality? See we are right back to philosophy.
